Haha, who would've imagine when I uploaded this clip on YouTube it should turn up a politician and a diplomat as an answer...
He seems quite diplomatic to me! ;-)
He's singing in Russian, and the title seems to me to be a play on the words "sheik" and "shake," which are almost homonyms. He sings about a man around a hundred years old with a beard who lives in the mountains named "Sheikh" (in Russian pronounced almost the same as shake). That explains the crazy old man clapping along, who would otherwise be a sort of visual non sequitur.
